Questions

Why pixels instead of characters?

Because "Illinois" and "WWWWWWWW" are both eight characters but occupy very different widths. Google renders text and cuts it when it overflows the available space.

Will Google use my exact description?

Often not. Google rewrites descriptions for around two thirds of results to match the specific query. Write one anyway — it is the version used when yours fits.
